There are grants available, specifically for members from ITC countries, to attend conferences.
The applicants need to apply for such grants and upload a list of required supporting documents.
The successful applicant must be accepted for a talk or poster at a major conference, and the COST Action should be mentioned in the abstract, to clearly set the scientific link with the Action.
